ITC Says Brazil Cold-Rolled Steel Duties Not Necessary, But Others Still Are

Last week, the U.S. International Trade Commission (ITC) issued a finding that said ending both countervailing and anti-dumping duties on cold-rolled steel from Brazil likely will not lead to injury to the industry that produces the material in the United States.

The ITC did determine that revoking anti-dumping duty orders on this type of steel from China, India, Japan, South Korea, and the United Kingdom like would harm the U.S. industry, however. The ITC also said ending countervailing duties, which are designed to offset government subsidies, on cold-rolled steel from China, India and South Korea would also result in injury to US businesses.

The ITC began its investigation into these penalties in June 2021. The U.S. Department of Commerce had issued the anti-dumping duty orders on cold-rolled steel from China and Japan, and the countervailing duty orders on Chinese imports, in 2016. It added imports of Brazil, India, Korea, and the United Kingdom to the anti-dumping order list later that year, at which time it also applied countervailing tariff orders to steel from all those nations barring the United Kingdom.
