United States, Canada, And Mexico, Launch Public Consultations On USMCA

The Office of the U.S. Trade Representative (USTR) recently announced that it had launched a public consultation process in advance of the formal joint review of the trade agreement between the United States, Mexico, and Canada that will begin next year between the three countries. The consultation process is required by U.S. law.

As directed by Congress, the USTR is seeking public comments regarding how the trade agreement is functioning, More specifically, the focus for solicited public comments includes, but is not limited to:

  • Any aspect of the operation or implementation of the USMCA;
  • Any issues regarding compliance with the agreement;
  • Recommendations for specific actions USTR should propose ahead of the joint review with Canada and Mexico that will commence in 2026;
  • Factors affecting the investment climate in North America, as well as the effectiveness of the USMCA in promoting investment that strengthens U.S. competitiveness, productivity, and technological leadership; and
  • Strategies for strengthening North American economic security and competitiveness, including collaborative work under the Competitiveness Committee, and cooperation on issues related to non-market policies and practices of other countries.

In related news: the Mexican government also has opened public comment on the USMCA within its country and Canada-U.S. Trade Minister Dominic LeBlanc’s office told CBC News the Canadian government is expected to imminently post an official notice seeking comment and feedback from Canadian stakeholders. Consultations in Canada could begin as early as this week.
